Mr. Robert Apaya, Esq.

Robert Apaya, Esq. is an experienced legal and regulatory professional with over two decades of service at the National Communications Authority (NCA). With a strong foundation in both technical and legal aspects of telecommunications regulation, he has played a pivotal role in shaping Ghana’s electronic communications landscape.

Mr. Apaya began his career at the NCA in 2003 as a Frequency Monitoring Officer and steadily progressed through various roles in frequency management, regulatory compliance, and legal administration. His expertise spans spectrum management, licensing, dispute resolution, contract negotiation, and legal advisory services.

In 2024, he assumed his current position as Director of Legal Administration, providing legal support while overseeing regulatory compliance and the Authority’s legal framework.

Mr. Robert Apaya is also an alternative member of the Panel of Legal Experts at the International Telecommunications Satellite Organisation (ITSO). As a Senior Legal Counsel in good standing with the Ghana Bar, he holds a Master of Laws (LLM) in ICT and Telecommunications from the Open University of Tanzania. His academic background includes a Bachelor of Laws (LLB) from the University of London (International Programmes), a Qualifying Law Certificate from the Ghana School of Law and a Bachelor of Arts in Geography & Resource Development from the University of Ghana.
